Government of Pakistan's National Rural Electrification
Program
At
present Government of Pakistan has a strong vision to provide
electricity and drinking water to every household in Pakistan,
thus providing the most basic necessity of life to every
citizen who is deprived of this privilege. As part of this
program, Government of Pakistan has
developed a program to electrify more than 7500 villages
through Alternate / Renewable Energy sources by the end
of 2007. Maximum share of this program will be contributed
by Solar Energy Solutions with Wind Energy following up.
Bio Diesel and Innovative Solutions (Lanterns, Hand Chargers)
will have a small contribution, yet huge enough when compared
with span of whole program.
CPL’s
Vision In Rural Electrification
CPL
is well prepared to play its part in Rural Electrification.
CPL has sources of imported components meeting the required
technical specifications at competitive prices. CPL can provide
these components and equipment in huge quantities. These include

CPL’s
Comprehensive Approach For Rural Electrification
To
accomplish the electrification program of rural villages a
strategic and practical approach is adopted by CPL. This approach
plays a vital role in the project execution. The approach
is to interact with the local community and to involve them
in the development until the completion of the program. A
concept of VEC is inspired from India where it was successfully
implemented in number of villages. CPL has partnership with
a UK based Indian company to undertake village electrification
through Wind, Solar and Bio-Diesel. CPL partner is vastly
experienced in electrifying villages in different countries
using VEC approach.
The
approach is to elect a few representatives of the local community
and form a small group of those community individuals whose
prime responsibility is to ensure the smooth operation of
the entire. This small group is named as Village
Energy Committee (VEC). The entire program consists
of a series of projects. Each VEC is responsible for managing
and maintaining the system, to make available the operational
requirements of the system within the village such as raw
material availability, transportation etc., collection of
funds for system operation and maintenance. Working in coordination
with the local community and involving them in the management
is the real strength and potential of this program.
The
formation of VEC provides sustainability to the program because
local community is involved in governing the activities and
it is difficult for project implementing agencies to monitor
the system after commissioning.
